Anyone else experience white or blank page for PeopleSoft using Portal and multiple ERP?

We leverage portal and HCM and FSCM and have had reports of users experiencing blank or white pages. No header no Error code. We have been able to simulate by having other environments logged in (NonProd) and switching between them or forcing a login error code=105 then trying to signin. We suspect it is related to tokens but none of our scenarios are valid for the users reporting them as they do not have access to other environments. Anyone else seen similar issue? I suspect its tools related and responses to users being status 200 but content not rendered or
