RIB dropped the full message VendorFulRep (ORMF CS 19.3.004)

I've set in the System Options the option PUB_FULL_OBJECTS_IND = 'Y', to the RMF CS send the full supplier details whenever there is a change (in this option will be sended the Deltas and Full), but I can't find the VendorFulRep message, only the VendorHdrMod. In the RIB log file I found the following information "Message with type (vendorfulrep) filtered(dropped), as per settings in configuration file".

Where can I find the full VendorFulRep message once the RIB dropped it? How can I get it?
