How to add function of Internal Requisition Change to responsibility

In Requisition Summary form, after listing all internal requisitions, click Tools - Change, receive an error that 'Function not available to this responsibility. Change responsibilities or contact your System Administrator'

I have used Doc ID 854051.1 to provide updates to IR which will then update the ISO. It started working, however, the only responsibility with authority to make the change is GMT Purchasing Super User. All other responsibilities get the error.
