Menu Folder not showing in Navigation Collection

Hello,

I created a custom navigation collection that includes folders that are "menu folder type". See sample in screen shot below.

I can see those folders when I log in with PeopleSoft Administrator; however, my users cannot. Is it because my users do not have access to all the components under those menus?
