FS/SCM Row Level Security

HR supports a mechanism where you can easily apply row level security, which is added to any report or search component that uses the record.

However I think this is built SPECIFICALLY for HR, and works because all HR data is employee based.

FS/SCM data is heterogeneous - a Purchase Order isn't like a Journal Entry and has none of the same fields.

However, in general, there are many cases in FS/SCM where we want to restrict users to their area of organizational responsibility (e.g., you're the person in charge of department x in operating unit y).
