Defining 'PC Bus Unit' Project Chartfields Standard Billing Entry

We are working on a request to configure AR/BI Modules for 3 new business units. All 3 will be utilizing Project Costing.

I have created project costing definitions, and have created test projects for these new BUs.

When creating a new Standard Bill - we are able to select the project on accounting page, but these new BUs are not available on the Line - Project Info page under "PC BUs "Unit"

Though we have a total of 15 Business Units configured for project costing, only 2 business units are listed in the Standard Bill page.

I am hoping someone can help me identify where this particular look up is configured? I'm sure I've missed step somewhere, but am stuck as to where this field points.
