Why can't I change default theme and header?

PeopleTools version: 8.59.08

I have done flowing steps:

1.Set "Default Brand Theme" value to "DEFAULT_THEME_FLUID" and "Theme Style Type" value to Classic Plus" from menu path:PeopleTools>Portal>Branding>Branding System Options

2.Set "Default Theme" value to DEFAULT_THEME_FLUID from menu path:PeopleTools>Portal>Branding>Assign Branding Themes

3.Stop the application server and the web server,delete cache,reboot the servers.

Now I can see pages' style has been changed,but theme and header still not changed.I have no idear how to fix it, please help!
