Are Related Content Queries only available for those with "Query Viewer"

We create many related content queries and place them on our components or pages to provide additional information. For example, we have a related content query called "Accounting Details" that displays the distribution lines for an expense sheet. This makes it easy to quickly see a concise list of the expense sheet's chart string.

However, our basic travelers are NOT granted query viewer and they also can't see these related content queries.

Can someone confirm if "query viewer" access is required to use a related content query? We have confirmed the travelers do have a permission list granting them access to all of the query security trees, but they can't navigate to "Query Viewer" and run queries.
