Define initial value for receipt date

Good day

I tried to define an initial value for receipt date in iProcurment web page using functional administrator responsibility but the personalization for default value didn't apply.

Navigation: iProcurment -> receiving -> Receipt Information page

noting that this field has a default value which is sysdate and our business requirement is to remove this default value, keeping the filed mandatory in order to force the end user to enter an actual receipt date.
