Portal Content Reference for Query - Favorites

Our HRIS group has asked for a navigation collection of queries they use on a regular basis without having to go to Query Manager and search for the query. We already have navigation collections for different set of queries, so I understand how this is accomplished.

Once this is set up though, the users would like to be able to maintain it themselves. So my specific question is whether the Content Reference URL can be configured with a folder name rather than an individual query name. Example:

Instead of q/?ICAction=ICQryNameURL=PUBLIC.<Query_Name>

q/?ICAction=? (Query Folder where HRIS has added new queries)
