URLID and PutAttachment()

Hello, I am new to Peoplesoft and I am trying to set up FTP with a third party and my file is not being transmitted, but also not giving errors. I think I may have set up my URLID incorrectly. I want to show what I have as my URL ID configured in peoplesoft, but with my user and password changed from what they actually are. I am on CS 9.2, PT 8.58.11

User: some-school

Password: qqQQwwQQeeEE

server address: ftp.bibliu.com

port: 21

URL I made for it: ftp://some-school:qqQQwwQQeeEE@ftp.bibliu.com:21


Is this incorrect? I am using the Put Attachment() function in my peoplecode with this URLID. If this is not the issue I do not understand. Also, in the URL properties, I only have the user and password configured. I dont know if I need anything more, and I might have holes in my knowledge about it.
