Peoplecode Authentication Error - But WinSCP Manual logins work

I am trying to set up an automatic FTP transfer through my peoplecode. I am able to log on to WinSCP and manually drop files, but my peoplesoft automation fails that same authentication that I can access manually. Why am I getting an authentication error when I am able to sign on manually with the same credentials?
