How to download specific versions of s/w (not patches)

I'm trying to download MySQL Workbench Commercial Enterprise Edition 8.0.28 from support.oracle.com. It appears this site only supports downloads of Community Edition products. If I use edelivery.oracle.com, that only lists the most recent version. In this case, that is 8.0.9 - but I need 8.0.28. How/where can I download 8.0.28?
