OUD 11g - How to create another Country entry off of Root

I'm attempting to create another Country entry off of Root. My current structure is:

Root

c=us


But I would like to have

Root

c=us

c=<another country>


When I use the "Create new Country entry" tool within ODSM and I select "Parent Entry" as root it doesn't stay populated. I can select "c=us" but I don't want this country to be nested within a different one.


How can I accomplish this? Is it possible at all?
