Question about approval steps in AWE

Hello all,

We have PS FSCM 9.2 on tools 8.56. We have configured PurchaseOrder approvals to use Static path with steps that have criteria that use transaction keys to determine which of the steps are instantiated. We recently got a business requirement that at least two unique users will have to approve a transaction otherwise the next step in the approval chain should be invoked.

If the user on the first step has delegated to the user on the second step and if the PO doesn't qualify for a third level approval then when the second step is approved the third step should be invoked.
