AWE and emailing certain Approvers

I am trying to modify the Voucher process that came with FSCM. But, I think it would still be an issue if I started a new AWE process from scratch.

The issue, I would like to configure it to only email certain Approvers. But, nothing I have tried works. The reason is our process is three steps and Step 1 will have hundreds of vouchers per day (I don't want to send these Approvers emails for each Voucher). But, Step 2 and Step 3 are based on the Voucher amount and these Approvers will only get a few per week (I want to send these Approvers an email notification).
