Change assistant error "File not exist" when running Compare reports, or other PSIDE.EXE steps

I am applying Tax update 2022-C to my DEV database using PSCA 8.59.10 and PUM 43 for HCM 9.2 .

One of the first steps is 'Running CP Compare reports (8.57 and above)'. It fails immediately, and the error in the job log is 'step execution error: cannot find log file - E:\Upgrade\output\softwareupdateTAX2022C{....}IPxxx\TAX2022CCompare.log

This is the same folder where the job.log resides and other output files are there from the job.

If I right click and 'view log' on the failing step from PSCA, it lists "File not Exist - xxx" and then the full path and filename of the same file.
