Quality Module Test Reporting at Routing Step Carry over to Completions when Lot Number added?

I have the JDE Quality Module enabled for our Routing Step 35. When we report via P311221 I can row exit and add my test results. At this point I do not have a lot number. When I report completions (P31114) and a lot number is added to the WO, the Quality Test prompts again and requires new tests to be performed.

Is there a way I can take the tests from the routing step and apply the results when the WO is completed with it's lot number added?
