MTL_SYSTEM_ITEMS_B Performance - any recommendations related to paritioning

Hello. Does anyone have any experience with using partitioning on MTL_SYSTEM_ITEMS_B?

This is for EBS 12.2.9 running on Exadata with about 7.5 million rows which is growing rapidly. We're seeing lots of Long Ops on the table and near constant use of high cost STORAGE FULL TABLE scans. instead of indexes even when the filter criteria exactly matched the index. The stats are current. The global master org has 2 million rows, with the remaining 5.5 million spread over 313 Orgs., averaging 16000 records per Org. The largest has 1.9 million rows.

So, will partitioning by Organization ID help or hinder? Any other suggestions. Also for consideration - we're upgrading to 12.2.11 and lifting and shifting to OCI in the coming months.
