Contract not interfacing in Project Module due to errors as below.

Purchase Orders are not getting interfaced in system due to the following errors

The project status doesn't allow you to create transactions. Change the project status to accept new transactions.|PROJECT_INFO--Project information on the distribution isn't valid. PJC_NEW_TXNS_NOT_ALLOWED. 

How can one change the status? and what role is necessary or who can change this?

The Project Status is ACTIVE. Even then, this error is shown and contracts cannot be interfaced in system.
