Where I can set up the email/ User as the recipient of IEXSTFFM: SEND FAILER MESSAGE

IEXSTFFM: SEND FAILER MESSAGE recipient is the one receiving the email whenever a customer is not get the dunning letter because of some reason (ie., customer email not set up).
