How to create relationship / configuration between serials in installed base from Order Management

We are using kit flow where we have a standard bill of material. All the items are serial tracked at receipt and trackable at installed base. Whenever we are shipping more than 1 component, we need to define relationship such that we want to specify which top level item's serial number is associated with which component item's serial number:

Top Level Item Serial 1

Component Item Serial 1.1

Component Item Serial 1.2

Top Level Item Serial 2

Component Item Serial 2.1

Component Item Serial 2.2

Is there a way we can specify this serial number configuration in Order Management?

We are using Oracle EBS 12.2.9.
