Oracle Gateway Licensing

We used Oracle Gateway software to communicate Oracle database with other brand name database like DB2. We paid Oracle Gateway license. Recently, my company got 3rd party vendor which said we need to pay Oracle license for the Oracle databases the Gateway connect to. Of course, we have paid Enterprise RDBMS license for those databases. If we need to pay again because Oracle Gateway needs to connect to the Oracle databases, doesn't it mean we pay twice for the same RDBMS license?
