Can approvals be avoided for Purchase Approvals non price/quantity changes?

We have scenario with large PO's that require CEO approval, however they only want to see an approval if their is a impact on $$ (price or quantity change). They do not want to see changes based on promise date changes etc. Is this possible with using employee hierarchy?
