Change Assistant PUM doesn't Fully See Target DB

PS Directs you to use the Change Assistant delivered with the PUM to deploy change packages to target databases. Therefore our target databases are not on the same server as the PUM server. The PUM's server EM Hub starts up fine, but of course it won't see the target DB because they're not local (trying to map a network drive to the target doesn't work). I can configure a database target easily that connects just fine, but the change assistant says that it can't push files to the target because:
