How to setup tax authority supplier for TDS? (oracle ebs R12)

I have been applying TDS but the entry for Tax authority supplier is not being generated (getting stuck) because there seems to be issue with Supplier Site. I tried to check Tax Reportable on the supplier site but it gives an error stating "Only one site in a given Operating Unit can be the designated Income Tax Reporting site".

Can someone provide the solution on how to bypass this error and complete properly the setup for the Tax authority supplier?
