What is causing an intermittent recurrence of "Cannot derive pagelet configuration id (7980,44) ?

The error occurs intermittently. When it happens, user is advised to clear browser cache and it takes multiple times to do the same before display is successful. It happens when trying to get into workcenter that is still in classic. Again, this is intermittent but very annoying to the users.
