Question on Finalization error- Missing active Bill To Address

Hello,

We are on PeopleSoft 9.2. A user created a credit bill via Adjust entire bill process. Then the user ran BIIVC000 process and received Invoice error- Missing active Bill To Address. On looking at the customer record, looks like the most recent effective dated address has been set to INACTIVE. Can adding another effective dated row with an ACTIVE address update the missing address on the invoice ? We can then re-run the Finalization process after that.
