OA Components - JDeveloper for Oracle application R12.2.9

Hi Team,

I am trying to set up the JDeveloper for Oracle application R12.2.9 and i am trying to create a page from OA Components under Web Tier in JDeveloper but the options are grayed out as below.

Oracle application version : R12.2.9

JDeveloper Patch : p30019266_R12_GENERIC

Could you please check and let me know if any setups missed here and how to resolve this issue.
