Add user as Billing Specialist

I am attempting to add a user as a Billing Specialist, however, when I attempt to click on add a new value it is already asking to choose a billing specialist to add however I am attempting to add a new billing specialist not already on the list. Is there a different area where I should be adding them instead of here?
