Communication Generation

How can I send a BI Publisher (via pdf attachment) to our selected users in PeopleSoft? We have a scenario where we want to send attachments to temporary faculty, but we want to send them out based on prompts of term and department. Can this be done on the HR side? We used communication generation on the campus solutions side. Still, we ran into an issue where if a faculty person were teaching in multiple departments, it would only send from one department. Because the letter code used was General on the campus solution side and didn't prompt for term
