Why does Edit of PO Line remove commitments in prior month(s)

We are on E1 9.2

When updating a PO line from a prior period (change order amount), we are seeing the prior period commitments being decommitted. They are then added in the current month. This does not seem like correct behavior. It implies that there were no commitments (F0902, Ledger Type PA) in the periods between entering the PO and making the change.

Is anyone else experiencing this?

Scenario:

Entered PO line with 09/01/22 G/L Date for $5,900 (creates commitment of $5900 in Period 9, FY 22)

Change line to $29,500 in Period 9 (adds commitment of $23,600 in Period 9 FY 22)

Change line to $41,300 on 01/30/23 (removes commitment of $29,500 in Period 9 FY 22 and adds commitment of $41,300 in Period 1 FY 23)
