What is difference between "Cloud Services" and "On-Premises Solutions" under Merchandising category

Hi experts,

I am new to Oracle RMS. In the page https://docs.oracle.com/en/industries/retail/index.html, I can see that Merchandising has "Cloud Services" and "On-Premises Solutions".

Here are my questions:

  1. to my understanding, "On-Premises Solution" can also be deployed to Oracle Cloud Infrastructure with different options (app+db to VMs, or app to VMs and db to DB PaaS), am I right? (referred to https://docs.oracle.com/en/solutions/learn-implement-rms-on-oci/plan-your-deployment1.html#GUID-BB2C0C0B-AA98-4559-8736-21BE5A6860AD)
  2. what is the latest RMS version for on-premises deployment?
  3. what are functionality differences between "Retail Invoice Matching Cloud Service 19.x" and "Retail Merchandising System v16"?
