Best Use of Customization Repository

What's the best way to use a customization repository when applying a full PUM?

What I think I'd like to do is

apply the full pum to our DEMO environment so DEMO
use the customization repository to identify customizations that will be impacted (and potentially reapplied) by the full PUM application
apply the full pum to the first non-DMO target (DEV)
build a project that reapplies the customizations to the target (DEV)
apply to the rest of the environments by first applying the PUM, then applying the project w/ customization reapplications.

Does this make sense? Is there a better way of doing it?
