AD 2 OID 2 EBS

We have EBS 12.2 integrated to OID / OAM with WNA enabled. Every time we create a user in Windows Active directory it will be synchronized to OID and we will add that user to EBS group in OID to access EBS and then user is created in FND table after he first time access the EBS url.

But for last few days, as soon the user is created in Active Directory, its getting synced to OID and directly getting created EBS FND tables without giving any group permissions.

Can someone please help us how to get this fixed.
