readme.txt file not updated for PT Patch 8.60.04 LNX

Hi,

it seems the readme.txt file in the patch was not updated as JDK version is 11.0.17 (11.0.16 in file) and WebLogic was updated with October 2022 CPU (July 2022 in file). The WebLogic patch was applied on feb 16th 2023. Why not using the January 2023 CPU?
