How to access Run Control Delete pages without adding the Peoplesoft User role?

In setting up the run control delete process we are able to access the setup for the run control delete tile itself. In order for the "PT_AGSTARTPAGE_NUI" page to not come up blank (The page to add a run control delete request) we have had to assign the 'Peoplesoft User' delivered role for users to have access to EORD_DELLL otherwise the page returns blank. Assigning EORD_DELLL1, EORD_DELLL2, and EORD_DELLL3 to roles manually does not seem to work.

Would there be any other way to setup Run Control Delete page without adding PeopleSoft user role to user, so it does not come blank?
