Upgrading PS Financials 9.10 - PT 8.52

We are currently looking at other software for our financials applications, mainly billing and AR to replace PeopleSoft, but have many customizations that we have added for Medicaid billing that we cannot seem to find anything with a comparable solution. One of the reasons we want to replace PeopleSoft is the cost, so was asked to research the possibility of doing the upgrade to the newer version of PeopleSoft but changing DB platform to SQL Server. Has anyone done this and if so how difficult is it?
