Error on ODA 19.18 when setting backup configuration for standby database

We are running ODA x8-2s on version 19.18 and running enterprise database 19c.

Has anyone had a problem getting backups to work on standby databases on the ODA? After modifying the database to use a backup configuration we get a status of failed on the database. The error in the agent log is: "DCS-10001:Internal error encountered: Failed to run sql in method : updateRetentionPolicyAndControlFile.DCS-10001:Internal error encountered: Failed to run RMAN command. Please refer log at location : /u01/app/odaorabase/oracle/diag/rdbms/.../.../.../rman/bkup/rman_configure/2023-05-01/rman_configure_2023-05-01_12-58-11.0229.log.rman set retentions policy window failedRMAN> 2> 3> 4>"
