Is there a way to control the "shell" records generated by salmth.pc ?

The month_data table is growing exponentially and we see that the salmth process generates "shell" records (as per Oracle documentation terms) for all our closed stores. Just this month it generated those records for over 2000 stores when in fact we only have 404 stores open.

Any help would be appreciated.
