BI_PRNXPN01 Invoice Prints Both the Header and Footer At The Bottom

We are on FSCM 9.2.38 Tools 8.58.11 Implementing Billing and the delivered report BI_PRNXPN01 prints both the header and footer at the bottom of the invoice. We only want the footer to print at the bottom. We can't change the setup in setup financials > product related > Billing > setup invoice options > invoice formatting options it is grayed out. I read some where that is a WAD working as delivered and only SQRs are dynamic. How do we change the rtf template to only print the footer at the bottom?
