Security when building Tiles and Navigation Collections

We are on PeopleTools 8.59 with applications Portal, Payroll and Financials and EPM.

We are in the process of introducing fluid tiles with the following structure.

The opening landing page (Homepage) will consist of each module (example AP, GL, PY, EPM, etc.).

Each tile will either take the user directly into the menu item, or to a Fluid navigation collection or to a landing page (built using the manage dashboard option).

We have noted that security settings exist at various levels.

Initially, at the implementation stage (like all customers) we set up user security, with assigned roles that have linked to them permission lists that determines what menu items a user can see and access.
