Match Rule for LTD voucher amt at Header level - is there one?

Because some POs may have negative lines for rebates, reductions for partial encumbrance releases, etc. and there could be multiple vouchers, we need a Match Rule for voucher LTD at the header level. Is there a delivered rule? If not any recommendations?
