Switchover fails from OEM

in Managing Databases using Enterprise Manager (MOSC) 1 commentAnswered ✓

I have a dataguard database (Oracle 19.4) that I would like to switchover from the gui of OEM (13.5.0.14) I go to the pimary database home page in OEM, Availability, Dataguard Administration, and click on the button "Switchover"

This failes with "Data Guard Internal Error : Refer to the Management Server Logs for more information." and in the emoms.log I can find the error:
