PeopleTools 8.58: UPK single user client error

Hello,

We are using PeopleSoft UPK 12_1 single user client and getting below error in Windows Server - 2019. Recently we did C++ related patching (removed the old versions) in the server, and I am not sure exactly which patch broke the UPK client.

Error Message:

UPK Developer unexpectedly terminated.

Developer encountered a critical error and must be restarted. Exiting will close the application.

If possible, Developer will ask to save your work.

System.DllNotFoundException: Unable to load DLL 'WngComp.dll': The specified module could not be found. (Exception from HRESULT: 0x8007007E)

  at Gkn.OnDemand.Developer.Program.SetEventLogPath(String path)
