How to enable Application Designer 2-Tier debugging

I have setup the application details in cfg as in screenshot & activated below parameters in psadmin. 

WSL         : Yes
PC Debugger : Yes

Port used for WSL is 7000

WSL

Min Handlers=10

Max Handlers=25


Port used for JSL is 9000

JSL

Min Handlers=15

Max Handlers=25

We are in Azure cloud so NSG has been opened for 7000 & 9000. Still getting error on accessing Application Designer, any views ?
