In Oracle EBS, how do I manually create a benefit assignment?

I have some dependents that have dropped coverage (not via 'maintain designee eligibility') but because of getting coverage else where (i.e. new job). The system does not create a benefit assignment for these dependents. How do I create the benefit assignment for them manually?
