Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Writeline is working but output file is blank

I am trying to write using the writeline to create the outbound file.

when I run the program , I can see output file comes as a blank. This code is working fine in production .

Please help me why it is happening?
