Why I am getting Data Access Error updating table?

Oracle Identity Manager v 11.1.2.3

I am trying to update the act table calling a custom function:

 public boolean updateDeprovisionedOrgsACT(String orgName) {

    _Logger.trace("Start: Method 'updateDeprovisionedOrgsACT'.");

   XLClientSecurityAssociation.setClientHandle(_Oim11gClientService.getOIMClient());

    tcDataProvider dbProvider = new tcDataBaseClient(); // Connection to OIM Schema

    tcDataSet dataSet = new tcDataSet(); // Stores the result set of an executed query

    String query = "UPDATE ACT set ACT_NAME=ACT_NAME||'_DEL' where ACT_NAME='?' and ACT_STATUS='Deleted'";

    query = query.replace("?", orgName);

    dataSet.setQuery(dbProvider, query); // Set query and database provider


However, when I execute it, next exception is launched

2023-06-23 01:36:05.702 ERROR 7742 --- [nio-8443-exec-5] XELLERATE.DATABASE            : Class/Method: tcDataBaseClient/readPartialStatement encounter some problems:
