Why does Oracle eBusiness use your notification preferences for a password reset via login assistanc

This has been in eBusiness for years across every version. A password reset via will look at your notification preferences before it sends you the password reset email. I would think this would be one notification that would ignore your notification preferences.

Has anyone found a workaround that doesn't involve modifying the workflow?
